They were the members who had assembled immediately upon receiving the update notification, just as raid leader Gyeon Riok had instructed.

Whenever an Awakener entered Babel Tower, they first stepped into a separate zero-gravity virtual space.
There, each person selected a floor before being transported directly to it.
But this interstellar transfer did not use a normal access route.
Since their destination had been tampered with through an Outer God’s trickery, the very first step of this raid plan was for everyone to gather in the plaza and transfer together.

Only one minute and forty seconds remained until the appointed time.
They absolutely had to depart simultaneously at the time that had been carefully adjusted so every element would mesh into place, or they would fail to land safely in the targeted 13th Interstellar Region.
