Despite the Evil God’s sudden appearance, the world was peaceful.

That was because ordinary citizens had seen and experienced almost none of it.
The only grave issue they knew of was that an unusually large number of people had become addicted to dreams. No one had died from it. If there were injuries, they had come from taking too many sleeping pills.
The people of the world did not consider that much “damage.”
